NATIONAL OFFICE FOR IRRIGATION AND DRAINAGE (ONID)
(ex-AGID)
The National
Agency for realization and Management of the hydraulic
infrastructures for the irrigation and the Drainage (AGID) becomes National
Office for Irrigation and Drainage (ONID), which
is an administrative public institution endowed with the civil personality
and the financial autonomy. Created by the decree n° 87-181 of August 18,
1987, it
is placed under the Ministry of Hydraulics supervision,
and its head office is fixed in Algiers.
MISSIONS:
The agency is charged within the setting of the national plan of economic
and social development:
-
To
initiate and to drive activities of conception of studies and realizations of
the hydraulic infrastructures for the irrigation and the drainage of the
agricultural lands,
-
To
elaborate the norms and costs of first establishment, the hydro- agricultural
facilities as well as the compilation of the economic data entering in the
pricing of the agricultural water use,
-
To
orient and to supervise the activities of the networks agent organisms set up
in the irrigated perimeters,
-
To
develop the means of conception and survey to master the techniques connected
to its object and can lead any survey or research in relation with its domains
of activities,
-
To
look after the qualitative and quantitative conservation of the water resource
in dialogue with the organisms and institutions concerned.
The organization of the agency:
It articulates around three (03) main activities:
To carry its activities
through, the AGID is organized in a headquarter, four (04)
directions and about twenty projects surveys and realization created by
ministerial order and localized on the whole territory for the follow-up and the
control of the building sites.
The centralized directions are charged of the following
functions:
I. The Administration and Finance Direction:

To assure the follow-up and the working of the
services;

To assure the development of the human and material
resources;

To
use the procedures of management and the follow-up of the human and material
means;
-
To elaborate the budgets of working and to execute
them.
II. Realisation of Infrastructures Direction:
-
Initiation, follow-up and control of hydro-agricultural
planning engineering studies.
-
Follow-up of the realisation of the irrigation and
drainage infrastructures.
III. The Management and exploitation Direction:
-
Assistance, coordination and technical control of the
offices' activities and to support the production.
-
Contribution to the launching of the irrigation
campaign and analysis of the balances.
-
Participation to the elaboration of the plan of the
water resource distribution in relation with the offices of irrigation.
IV. The planning and data processing Direction:
-
To contribute to the development of the program
planned for the studies and works to register in the indicative of AGID.
-
To develop the applications of the computer plan of
the AGID.
-
To use the plan for training.
